Seems that things come down to this. I can be VRB the merchant (use BC as personal ID/business license) or VRB the family member (not use BC as personal id) of the Kingdom.
Merchants or businessman require a license to operate in the kings court because operating in the kings court is operating within and drawing upon the wealth of the kingdom and under the protection of the king to a limited degree. Courts of justice are for business matters. Hence, taxes. The merchant or businessman is the foreigner.
Seems to me that so long as it is perceived or believed or the information indicates we are as merchants, buying and selling, taking the money, equitable title, operating under license; one must pay his taxes and pay his bills, or be ready to go to jail; more or less.
